You can definitely tell that there's alcohol in the toner just by the smell of it. That is why I was a bit hesitant to start using this, since I've got a dry, sensitive skin that gets easily irritated by alcohol in skin care. For whatever reason, this doesn't dry out my skin too much and it hasn't irritated it.

I do still think that it is better for oily skin. The alcohol in the toner definitely helps removing sebum (and any leftover makeup if your cleanser isn't doing it's job properly). I don't think this has been any help in getting rid of blackheads or any other junk in my pores and therefore I feel like I'd rather use a toner that is a bit more gentle on my skin. It's a good toner, just not what my skin needs.
